Meet Philece C Horton

Member at Large

Mrs. Philece C. Horton serves as the Director for Grant Initiatives at ARCHS and has an extensive background in community service and education. She has previously held roles ranging from a Coordinator in Workforce Development for multiple programs to a Middle School ELA teacher at a St. Louis City charter school. She has also acted as a Site Director for various after-school programs in St. Louis City and was a Program Manager for a nonprofit. Her deep commitment to community improvement is manifested through her advocacy for education and providing essential resources to families. In these roles, she took every opportunity available to provide nourishment to her students and families as food always brought us closer together.


Philece's efforts have been recognized with numerous awards, and she has been highlighted in NAA magazine as one of the next generation of after-school leaders in 2019. In 2021, she joined the Teach for America Aspiring School Leader Fellowship Program. Besides her professional achievements, she is also an enthusiastic volunteer, particularly with the Girl Scouts of Eastern Missouri, where she has led multiple troops.


A firm believer in self-improvement, Mrs. Horton continues to earn various certifications and accolades. In her personal life, she enjoys reading, cooking—which her children rave about—arts and crafts, experimenting with makeup, and taking naps. Philece balances her professional and volunteer endeavors with her role as a wife and mother to six children. She identifies with the unicorn as her spirit animal, reflecting her belief in her own magical uniqueness.


Food is a necessity but it has become a luxury and she strives to break down barriers to obtaining healthy and affordable options for families.
